Ok so this mod, License Plate Changer by leftas, has workded. Now my game spawns in all 50 states with only 6 characters!!! (So far only on the Buffallo since thats all i have set up right now)
Ah yes, I did some trial and error last night with the carvariations code and figured that out, have cali spawning at 75% closer states at 15% further states at 8% and very eastern states at 2%
Im having an issue tho... all plates spawn with 8 characters as default, Ive been searching to try to figure out how to make them all spawn with just 6 as default but im not having any luck. I thought possibly changing the value here would have an effect but i see none:

Omg i just figured it out.... seeing the code in carcols i knew you could just copy paste, repeat for all 50 states, but thats not telling the game to choose the new files youve added to put them on vehicles, and i couldnt figure out where the probability calculator per car was... until i looked one file underneath hahahha in carvariations. Thats where you can manually change what car gets what plate through carcols and then through your vehshare.ytd file
This is gonna be alooooot of code but i'll get there lol gonna make my own calculator heading from 50% californa to different probabilities as you get further away and copy that to every vehicle make. omg this is gonna take forever lol
Unless you have already solved this, because the file didnt work for me :/ it still only changed 4 licence plates

Im having an issue where its only loading up 4 plates however... and when i try to open the newly replaced carcols.ytd folder im getting an error, "Unable to open file, Errorcode: :PlrInvalidFile
ugh... starting to lose my mind... lol i uninstalled GTA, deleted everything so i had a fresh game with no mods. Got script hook back, and the net version of it. have an AUL plugin for it, native UI also installed, and OIV... And replaced all the texture files to their proper folders as guide lined by @Hockeyheroes and still... nothing is loading... im so lost
I feel so dumb... I've tried what you showed in your photo @Nik The Greek and then confirmed it all with @Hockeyheroes readme... loaded the game, and no textures have spawned in... then i tried @CoffeeCriminal 's method and i get an error... so ended up deleting the DLC folder he suggested making and the scripts and no error anymore. Anyways... i re looked at all the other textures ive had, for ads on truck trailers and such and nothing has actually worked there either... I have no idea what im doing wrong, drag and drop to replace the files shown in all these rar and zip folders... is there a step im missing? Like, you grab all the files in a folder in the zip and drag them over to the corresponding rpf file in OIV and keep doing that with all the folders. But no textures are actually loading in. When im in the RPF file and look at the newly replaced YTD YDD and YDR files in side OIV they have been replaced. Can anyone help to figure out whats going on? Should i try a restart with no mods or anything else installed and firstly install these texture packs to see if they work then?

seems like some things load and some things dont? Im trying to find these mcdonalds buildings, dominos and wendys but cant locate them anywhere.
