I don`t own cartoon network, all credits to cartoonnetwork.
This is due to copyright reasons...
You will need a program called OpenIV and Simple Trainer:
How to download:
OpenIV > GTA V > update > x64 > dlcpacks > mpchristmas2 > dlc.rpf > x64 > levels > gta5 > vehicles > xmas2vehicles.rpf > Replace jester2.ytd with the other one you downloaded > Start GTA V >Spawn the Jester Race Car vehicle in game with simple trainer.
Don`t use this online! And remember to make a backup of the jester2.ytd file.

I thought it was with Cartoon Network logo. This one looks boring.
The idea is nice! Like stickerbomb. Just one thing, work on the mapping. The transitions are cut off and its low quality in resolution. What @Baltimees said seems like a good idea input, maybe put the logo somewhere over?
