@INSANOGAMES There is the latest version of scriptHook. And I installed on both locations since the mods folder is not taken into consideration ( no idea why ) but if I keep or delete it, the game runs exactly the same.
Therefore with or without mods folder, there is the exact same situation.
Now we can see ingame your mod by pressing L, but gives error. ( http://prntscr.com/q7agwk )
The error persits for any added ped ( none of the 3 installed ones work, all give exact same error )

After installing OpenIV, AddonPeds, ScriptHookVDotNet, ScriptHookV_1.0.1737.6, NativeUI and modifying the xml file.
I added your files with OpenIV in both locations:

Next I open AddonPeds and set up your file, then click Rebuild ( http://prntscr.com/q7ag18 )
