@TehDucK I was able to get it to work! Now I have a new problem. I need help adding a modified gameconfig.xml into my game so I can add more than 1 add-on car. Do you think you can help me add it to my game?
I am trying to use this mod for add-on cars. I am new to modding and I am not sure how to put the new gameconfig.xml into my game. Can someone tell me how to add it?

I have followed all the instructions(including the thing about putting the dlc.rpf on the desktop) and when I try to load my game, it crashes. This happens with every add on car that I have put into the game. Can someone please help!
@TehDucK It doesn't give me the option to open with notepad. Is their any other way it can be opened so I can edit it?
@TehDucK I did all that you said but it doesn't give me the option to edit the file once it is on my desktop and I have nothing that can open it.
