I've now got this working after contacting @anonymus637 and it's a brilliant sky texture. Looks incredible in 4K and makes the night time much more photo realistic.
After installing this both ways (installer and manually) on a clean GTA V install, it corrupted my game data and now I can't load GTA V whatsoever.
