then use notepad open it,add new line
dlcpacks:\skyline\
Save it and use OpenIV replace it.

X:\Grand Theft Auto V\update\update.rpf\common\data\extratitleupdatedata.meta
then use notepad open it,add new line
dlc_SKYLINE:/
