The mod is incredibly awesome, probably my favorite one. However, the car needs a little adjustment to improve its first person view, and if this also bothers you, here is the solution:
1) Go to mods/update/update.rpf/common/data/levels/gta5/vehicles.meta
2) Search for "buffalo2"
3) There are lots of results, target ones in these lines (probably the first result you see):
<Item>
<modelName>buffalo2</modelName>
<txdName>buffalo2</txdName>
<handlingId>BUFFALO2</handlingId>
3) Move down slowly until you find this line:
<PovCameraOffset x="0.000000" y="-0.145000" z="0.680000" />
4) Replace it with:
<PovCameraOffset x="0.000000" y="-0.145000" z="0.580000" />

Just don't. We make obvious exceptions for car liveries, or the occasional third-party handling file; but uploading what would essentially be a broken-out-of-box DLC, without the actual car in it, would get too messy (and you can't include someone else car without their express permission, either, of course). The original author may, at some point, unpublish his car(s), for instance, leaving a series of broken, third-party DLC's in its wake.
Also, asking the original author for permission to include their car in an add-on, tends to get messy too, as the original author might one day update their car, for example, leaving your DLC with stale vehicle(s) models. So, authors tend to be not too keen on granting such permission.
Best way, is just to offer the original author to create an addon structure for them, and then simply GIVE it to them, if they choose to accept it.
N.B. Removed a series of comments as well. Talk about moderation, or how one thinks things should be moderated, is, at the very minimum, off-topic.
