Information:
Since the release of the Gunrunning update back in 2017, there's a bug (only fixed on Gen 9 so far) that causes the clothes decals of Franklin, Michael and Trevor to be invisible when playing with the launcher in offline mode or without an internet connection.
This mod duplicates all the decals (as add-on) in different clothing slots, making them usable. The only downside is that they need to be applied manually
Note:
All 3 characters will have they're clothes (plus tattoos, beards, etc.) reset to the default components the first time the game is loaded with the mod.
Although saving the game with the mod installed gets rid of this problem, I don't recommend doing it (or at most, saving in a different slot) just to avoid any possible unknown issue
Requirements:
- OpenIV.asi
- "mods" folder
Installation:
- Move the "spdecalspatch" folder in "mods\update\x64\dlcpacks" and add "<Item>dlcpacks:/spDecalsPatch/</Item>" to the "dlclist.xml"
- Optional (Menyoo Outfits Presets): move the "!spDecalsPatch" folder in the "Menyoo\Outfit" folder. Use the "Apply Clothing & Attachments" option to apply the top and decal components

@Michael21107 No, because this is more of a workaround rather than a proper fix, that's why I released it as a standalone mod

@NecatiArabaci81 It's "idle_a" from the "anim@mp_player_intupperthumbs_up" anim dictionary (the smile/happy mood is applied by the animation itself)
@alex106, please tell us you're working on the MP version of this! It is so tiresome there's slots you 'have to be online' to access.

@iammistahwolf I tried, but gave up in the end. The MP characters have too many decals, use all the slots for the clothes and I don't know how to manage them like the SP ones
@Alex106 (sound of 'sad' trombone) Awww, I get it. Since I use 'MPClothes' for .decl's, I don't bother trying to replace the vanilla ones. Not sure how you overrode the code for the SP ones, but maybe if you can do the same for the MP version just tell users to use 'extra-slot mods' like MPC instead of trying to go through all that 'replacement' mess. Just a thought.
@iammistahwolf All I did was add (not replacec) the decals under the "JBIB" component (with the execption of the masks, which are under the "HAIR" one)
The problem with the MP ones is making sure that each decal is under the right component, so that the player can have an outfit with the uppr, lowr, jbib, accs, etc while also being able to use the decal
There's too many and figuring out the "right combination" would take quite some time compared to what I did with this mod
@Alex106, Ah that is quite 'complicated'. So then my question is; why are the mp decals required to be 'refreshed' online at all? The ones for t-shirts don't have that requirement. (Not expecting 'logic' from 'R') but it makes little sense to have one needing to be refreshed and the other not....
@iammistahwolf It's not just the MP decals, it happens with the SP ones as well (hence the existence of this mod)
I don't know what they broke/changed, all I know is that if the player isn't online/connected to the R* services, the decals will not be rendered
They also broke the NPCs decals, but differently: they're rendered no matter the outfit. One easy way to spot it is with Amanda with the yoga outfit having the decal from the tennis outfit applied
As for the other decals you're referring to, those are just textures, which are applied in the same way as the tattoos, that's why those works
@Alex106 , Nice to learn more how all this stuff is set up. So what I find more curious is how even using 'extra slots' with MPClothes said decal slots are still 'dependent' on 'being online' to render. I get it if its the ones from 'R's' dlcs that 'blank' for whatever reason (most likely because they are 'rewards' for online crap.) It would 'seem' that slots independent of 'R's' mess wouldn't be affected. But from what I'm reading from you, the 'whole' setup for decals craps out. I had no idea that also affected the SP clothes (I haven't played with the main 3 in years.) Makes little sense to do that with them since they abandoned SP immediately after setting up the online version.
@iammistahwolf Because anything added under the "DECL" component, whether if it's from day one, DLCs or mods, it's affected by whatever change R* made
Something similar happened since the release of The Contract DLC: there's some unique models for the roofs of the bus stops around the map which are supposed to be invisible and block shadows/rain, but since then they're visibile and the player can see a white rectangle/plane on top of them
@Alex106 (spits) Yeah the ****ing 'Contract' messed the game up permanently. I've got missing collisions and visible 'lod's' all over the map ever since.That DLC came in screwing things up like the 'furniture' in Franklin's house among other things. Too busy with their new 'online pay to play' crap, to do any decent 'quality assurance' for the rest of the game. Too bad you'll likely never figure out how to fix the 'decl's'. I don't plan on updating again until the very last dlc and maybe not even then. So it looks like those slots will remain 'dormant.'
